UAE E-Invoicing Accounts Payable: Half the Mandate Is Receiving

The UAE e-invoicing conversation usually starts with sending: how do we issue an invoice the authority will accept? Fair question. But the framework has two sides, and the second one lands on your accounts payable desk. Each in-scope business appoints one provider for sending and receiving. For UAE e-invoicing accounts payable teams, that means the thing you approve every day is about to change shape, and it changes for your suppliers' invoices before it changes for your own.
What UAE e-invoicing accounts payable teams will actually receive
Under the Ministry of Finance's programme document, electronic invoices are issued, transmitted and received as structured XML in the Peppol PINT-AE format, with no QR code or barcode. They travel from the supplier's provider to yours, and your provider delivers them to you. Your provider validates first. The document says the buyer's provider reports tax data to the authority only after a successful validation, and if validation fails, the supplier's provider is told instead.
The scope is wide. The programme document covers B2B, G2B, B2G and G2G transactions, and says goods and services supplied to government entities, including through UAE government procurement portals, are in scope. Supplies to consumers who are not in business sit outside it.

The buyer's side of the five-corner model, simplified.
UAE e-invoicing receiving invoices: what your provider does and what you still do
Your provider is your Accredited Service Provider. The Ministry's register lists 65 of them as of October 2026, with five more under final assessment, and your suppliers will use whichever provider they appointed, not yours. In practice that means you do not control how the invoice leaves the supplier. You control what happens when it arrives.
Your provider handles validation and delivery. It does not match the invoice to a purchase order, check it against a goods receipt, route it for approval or pay it. All of that stays on your desk, in F&O or wherever you do it today. The invoice arrives cleaner. The accounts payable job after that is the same job, with fewer excuses.
Two queues for a while
The first wave covers businesses with revenue of AED 50 million or more, going live on 1 January 2027, according to Deloitte Middle East. Smaller businesses come later. Our expectation is that your largest suppliers will be in the first wave and your smallest will not, so for a time your AP team will work two queues: validated XML on one side, PDFs and scans on the other. Duplicates are the obvious hazard. A PDF that follows an e-invoice is still a PDF, and it still looks like money owed.
Our view is that this changes the nature of the job. A paper-era AP desk catches problems by reading. A structured-era desk catches them by rules: the data either matches or it does not. Effort moves from keying and chasing to exceptions, which is also where the risk sits. The exception queue becomes the work, so it deserves an owner and a time limit before the first invoice arrives.

Two queues, one team. Illustrative.
Dynamics 365 F&O accounts payable UAE: questions for your AP desk
What happens when a structured invoice does not match the purchase order or the receipt? Today a person squints at a PDF. Tomorrow the data is exact, which makes the mismatch easier to see and harder to ignore.
Where does a rejected invoice show up, and who chases the supplier? Validation can fail, and the invoice you never saw still counts as a problem.
Do your vendor records carry what a structured invoice needs to match against: registered names, addresses and tax registration numbers?
How will you stop a PDF paying twice after an e-invoice has already been received?
Who approves, and where does the record of that approval live?
On the Microsoft side, the electronic invoicing service documentation describes configurable handling of responses and exception messages from external web services. Microsoft's September message centre post describes compliant e-invoicing for B2B transactions in the UAE, with general availability planned for 1 December 2026. We have not seen it say how inbound invoices are handled, so put that question to Microsoft or your partner early.
What the desk costs today
It helps to know what you are improving. A benchmark summary from Corpay, updated on 31 July 2026 and citing APQC research, puts the average cost to process an invoice at $10.89 and the cost for top performers at $2.78. These are US figures from a vendor blog, not UAE data, so treat them as a yardstick.

Cost per invoice, as reported by Corpay citing APQC, next to the provider count from the Ministry's register.
Here is our reading of what that gap means for you. A structured invoice removes keying. It does not remove matching, approval or exception handling, and those are where a desk either improves or does not. We would not promise anyone a number. We would say that the first wave of structured invoices is a good moment to fix the exception queue, because the data finally makes the problems visible.
AP automation UAE: where software helps, later
Structured invoices are much easier for software to read than scanned PDFs. That is the idea behind the record layer of the Netsmartz Intelligence Platform: get the structure right first, then let software help with matching and exceptions, with a named person approving what it prepares. Any AP automation UAE vendors 200 Dynamics 365 consultants offer you should be judged on two things: what it reads, and who answers for what it does. Neither is a day-one question for the mandate. Both are worth asking before you buy.
The rejection drill
Take one invoice that would fail validation, say one with a missing tax registration number. Trace it. Who would know it failed, how soon, who would contact the supplier, and who would fix the vendor record if the fault were yours? Fill in the blanks below. If three of the four stay empty, you have found your gap, and you have found it before 1 January.

A working template for the drill.
Why Netsmartz for UAE accounts payable on Dynamics 365 F&O
Netsmartz has more than 26 years behind it, and the AP desk in F&O is familiar with ground. According to our Microsoft partner page, we are a Microsoft Solutions Partner with four designations, backed by more than 200 Dynamics 365 consultants. In the UAE we acquired BPIT in December 2024, a Dubai-based Microsoft Business Solutions partner that brings F&O solutions to large enterprises across the Middle East.
For an AP team, the work we would do with you is specific. Clean the vendor master so a structured invoice has something to match against. Design the exception queue so a rejected or mismatched invoice has an owner and a clock. Set up the matching and approval steps in F&O so the two queues do not turn into two processes. Then run the drill above with real invoices. We do not choose your provider and we do not claim compliance for you. We make the F&O side ready for whichever provider you appoint.
What we are not claiming
We are not saying F&O or any software makes your accounts payable desk compliant. That depends on your provider, your set-up and your tax position, and your tax adviser should confirm which phase applies to you. The cost figures are US benchmarks. Microsoft's 1 December date can move.

Bring one failed-invoice scenario and your AP process. Our F&O team will walk it through with you, show where the gaps usually sit and tell you what we would fix first.
Frequently Asked Questions
The Ministry of Finance publishes a register that is updated periodically. In October 2026 it listed 65 accredited providers and five more under final accreditation assessment. Your suppliers will use the provider they appointed, and you will use yours.
Your provider does. Under the Ministry's framework, the supplier's provider sends the invoice to the buyer's provider, which validates it and delivers it to the buyer.
The framework says the buyer's provider reports tax data only after a successful validation. If validation fails, the supplier's provider is notified instead.

Not for everyone. Businesses below the AED 50 million threshold have later dates, so expect a mix of structured invoices and PDFs for a period. Check the Ministry of Finance for the dates that apply.
The Ministry's programme document says goods and services supplied to government entities, including through UAE government procurement portals, are in scope.
Microsoft's announcement describes compliant e-invoicing for B2B transactions in the UAE, planned for general availability on 1 December 2026. We have not seen it describe inbound handling, so ask Microsoft or your partner.
We work on the F&O side: vendor master data, the exception queue, matching and approval steps, and a rejection drill with real invoices. The provider's choice stays with you and your tax adviser.
